POLLUTION PREVENTION (P2) PROGRAM

    The P2 program seeks to eliminate the contaminant "at the source" through process changes, recycling, and substitution of non-hazardous or less hazardous materials. This replaces the traditional "end-of-the-pipe" waste management collection and treatment. P2 Program has saved USNA thousands of dollars. 

    The Navy has developed a centrally managed Pollution Prevention Equipment Program (PPEP) to provide activities access to funding and an acquisition tool to acquire P2 equipment. Through PPEP, the Naval Academy has received a variety of equipment such as aqueous parts washers, high volume low pressure (HVLP) paint guns, cardboard bailer, can densifier, oil filter crusher, drum crusher, vacuum truck, dip skimmer, aerosol can puncture, and hazmat storage buildings. The U.S. Naval Academy has also purchased equipment such as pulpers to encourage pollution prevention.

    The Naval Academy has started many P2 Recycling Initiatives. These initiatives include Fluorescent Tube Recycling, Aerosol Can Recycling, Oil Recycling Center, Lead Paint Recycling, Paint Recycling, Drum Recycling, Oil Filter Recycling, Battery Recycling, and Oily Rag Recycling.

    Another significant P2 program that has been implemented at the Naval Academy is the Consolidated Hazardous Materials Reutilization and Inventory Management Program (CHRIMP). CHRIMP provides centralized life cycle control and management of all hazardous material and hazardous waste. 

    A program that contributes to P2 effort is the reduction of the release of toxic chemicals. The legislature passed to encourage this is called Emergency Planning and Community Right-to-Know Act (EPCRA).
